Jellyfin or Plex?

Jellyfin is 100% open source with every feature free; Plex gates features behind Plex Pass and requires their account system. If you want your media server to be entirely yours, Jellyfin is the answer.

Can it transcode?

Software transcoding works out of the box. Note that shared-CPU plans suit direct play and light transcoding; heavy simultaneous transcodes are CPU-hungry — prefer direct-play-friendly formats for the smoothest experience.

How do I get media onto the server?

Upload through the dashboard's file manager into the media folder, and Jellyfin picks it up on the next library scan.
